Officer Involved Shooting on July 24, 2026 - Update #1 (Published August 6, 2026)

On 7/24/2026 at approximately 3:38 p.m., Fremont Police Dispatch received multiple calls from an assisted living facility on Walnut Avenue. Callers described a man having a gun and that individuals were being held hostage.

Multiple police officers responded and located the suspect holding an apparent firearm. The suspect was located inside a community room and directed his attention to two individuals who were also inside with him. During the interaction, an officer-involved shooting occurred. After officers provided trauma care, the suspect was transported to an area hospital and pronounced deceased. No residents were injured in this event. It was later determined that an involved officer sustained minor injuries and was treated on scene.

Deceased Suspect: Edward Francis Oliver, 62-year-old adult male, resident of Newark.

Involved Fremont Police Personnel:

  1. Officer Mohammad Barakat, a 4-year law enforcement veteran
  2. Officer Raymond Hensley, a 2-year law enforcement veteran
  3. Officer Ryan Higgins, an 11-year law enforcement veteran
  4. Officer Michael Holback, a 6-year law enforcement veteran

The California Department of Justice is the primary agency conducting the comprehensive investigation into this officer-involved shooting (OIS). It remains active and ongoing. As with all OIS incidents, the Fremont Police Department is dedicated to transparency and will release additional information, when appropriate, and in accordance with State laws.

Press Release: Officer-Involved-Shooting (OIS) on July 24, 2026 (Published July 24, 2026)

On 7/24/2026 at approximately 3:38 p.m., Fremont Police Dispatch received multiple calls reporting a man with a gun at an assisted living facility on Walnut Ave. The man was reported to be holding a firearm and carrying a duffel bag. The suspect was last seen in a meeting room and was reported to be holding two people hostage.

Multiple police officers responded and located the suspect holding an apparent firearm. During the interaction, an officer-involved shooting occurred. The suspect was transported to an area hospital and pronounced deceased. No officers were injured in this event.

After examining the suspect's weapon, Fremont Police investigators contacted the California Department of Justice's Police Shooting Investigation Team to take over the investigation.

This is an active investigation, and more details will be shared as they become available. No suspects are believed to be outstanding, and we do not believe there is any ongoing threat to public safety at this time.
