Kelly Miott was hired in March 2019 and currently leads Fremont Animal Services and the Tri-City Animal Shelter.

Prior to her current role, Kelly spent more than a decade in animal welfare and community service, holding leadership positions with the City of Oakland and the City of Long Beach. In Long Beach, she developed several foundational programs, including the city’s first  animal shelter volunteer program, Trap-Neuter-Return (TNR) initiative, and adoption transport program. In Oakland, she oversaw 16 volunteer programs and supported staff by integrating volunteers into daily operations and special projects, expanding service delivery through collaboration and community engagement. 

Before entering public service, Kelly held leadership roles for almost a decade with FOX Sports Net. 

Kelly is a Bay Area native and holds a Master’s degree from the University of San Francisco, along with two Bachelor’s degrees from the University of Oregon. She also completed Leadership Fremont and is an active Girl Scout troop leader, where she was recognized as “Rookie of the Year” in her service unit.

She lives in Fremont with her husband, their two children, and their family dog, adopted from the Tri-City Animal Shelter.
