In March 2026, Chief Floyd Mitchell joined the Fremont Police Department (FPD), bringing with him more than 30 years of law enforcement leadership experience.
Chief Mitchell began his career as a patrol officer with the Kansas City, Missouri Police Department, where he served for more than 25 years. In 2015, he moved to the State of Texas, where he served as the police chief for both the cities of Temple, and Lubbock, Texas, until September 2023. In May 2024, Chief Mitchell was appointed as the Chief of Police for the City of Oakland, California, a role he held until December 2025.
A veteran of the United States Air Force, Chief Mitchell holds a Master of Business Administration from Baker University. He is a graduate of the Certified Public Manager Program at Texas State University, the 236th session of the Federal Bureau of Investigation’s (FBI) National Academy in Quantico, Virginia, and the Senior Management Institute for Policing (SMIP) at Boston College.
