The Fremont Police Department’s Special Response Team (SRT) falls under the Patrol Division and is on call 24 hours a day, 365 days a year.  The Team is made up of specially trained police officers, firefighters, and dispatchers who provide a tactical response to the most complex and dangerous situations within the community.  


 SRT consists of the following teams:

  • Special Weapons and Tactics (SWAT)
  • Sniper / Counter-Sniper Team
  • Hostage Negotiations Team (HNT)
  • Tactical Emergency Medical Support (TEMS)
  • Tactical Dispatch Team (TDT)
  • Technology / Tactical Drone Officers

SRT is also supported by the following units:

  • Mobile Command Vehicle Operators
  • Special Vehicles Team

While SRT maintains capabilities in the typical "SWAT" missions such as Hostage Rescue, Barricaded Suspects, High Risk Warrant Service, and Terrorism Response, SRT also oversees the Department's rescue operations program, breaching program, active shooter response, and ICS (Incident Command System) / disaster response.  SWAT and TEMS are also one of the few Bay Area Tactical Teams to have Level B capabilities (using Self-Contained Breathing Apparatuses) to respond to hazardous material incidents, weapons of mass destruction attacks, and drug lab responses.  

SRT also deploys in smaller teams referred to as "Echo Teams" to support various operations in the Department.  This includes supporting the following:

  • Supporting high-risk operations from Investigative Units
  • Supplementing high-risk patrol operations
  • Serving high-risk warrants/searches for any unit within the PD
  • Serving as Emergency Response Teams at Special Events
  • Providing Sniper and Counter-Sniper capabilities at Special Events
  • Supporting Crowd Management Team operations
  • Providing dignitary protection 


SRT Training

SRT is staffed and trains to the highest level of tactical team capabilities as defined by the National Tactical Officers Association (NTOA) Tier 1 Team Status and the California Commission on Peace Officers Standards & Training (POST).

SRT utilizes specialized equipment and technology during critical incidents to assist with achieving the objectives of a specific mission. The team continuously trains throughout the year to maintain skills necessary to maximize the probability of a peaceful resolution to critical incidents. Training also helps ensure the safety of the community, the officers and the offender(s). Training objectives are designed to test and assess the team’s ability to mentally and physically perform during stressful and/or hazardous situations.
